The Pro Bono Innovation Fund (PBIF) provides grants to civil legal aid projects that support new, robust pro bono partnerships through collaboration, innovation, and replication of effective practices.

Overview

The Pro Bono Innovation Fund (PBIF) offers grants to collaboratively engage more lawyers and other professionals in pro bono service and address gaps in legal services and persistent challenges in the pro bono delivery system. Since 2014, PBIF has invested more than $46,000,000 in 161 projects in 37 states, the District of Columbia, and the U.S. Virgin Islands.

The PBIF program offers four categories of grants: Planning, Project, Sustainability and Transformation.

Eligibility

PBIF only accepts PBIF grant applications-Project, Sustainability, Transformation, and Planning- from legal aid organizations already receiving an LSC Basic Field Grant. PBIF Sustainability grants are only open to former PBIF Project grantees who were awarded a grant within two years before the current funding cycle.

Scheduled Office Hours

The PBIF Team will host weekly Scheduled Office Hours from December 5, 2024, through January 7, 2025. Scheduled Office Hours give Applicants individual time to meet with the PBIF team. Each appointment is 10 minutes long and requires pre-registration. Applicants must submit their questions two days before their scheduled date to help the PBIF team prepare for the meeting. Additionally, they should indicate who from their organization will attend the session.

This one-on-one time allows Applicants to receive personalized guidance and specific answers to their questions. We encourage organizations to use this opportunity to discuss their unique proposal.

How To Apply

The PBIF Funding Cycle is a two-phase process. Applicants must first submit a Pre-Application and then, upon invitation, must submit a Full Application. Generally, Applicants submit a Pre-Application in mid-January, are notified of invitations to submit a Full Application by early- to mid-March, and, if invited, submit a Full Application by May. LSC's President makes the final decision on PBIF grant awards.

Overview

The ��˶�� (LSC) has made forgivable loans to attorneys employed by LSC-funded legal services programs (LSC grantees) to help law school debt since 2006. Beginning with the 2025 fiscal year, LSC will expand the program to permit LRAP recipients to utilize LRAP funds to also repay undergraduate debt. The Herbert S. Garten Loan Repayment Assistance Program (LRAP) helps LSC grantees recruit and retain qualified attorney staff. Program Rules for Participating Attorneys

2025 LRAP Program Description

Since 2006, the ��˶�� (LSC) has made forgivable loans to attorneys employed full-time by LSC-funded legal services programs (LSC grantees) to help them repay their law school debt. The Herbert S. Garten Loan Repayment Assistance Program1 (LRAP) helps LSC grantees recruit and retain qualified attorney staff. Attorneys selected for the program may receive forgivable loans for up to three (3) years depending on eligibility and available funding. For each annual term, the loan payment may be forgiven if the attorney remains eligible and employed during the entire annual cycle at the employing LSC grantee.

Beginning with the 2025 fiscal year, LSC will expand the program to permit LRAP recipients to utilize LRAP funds to also repay undergraduate debt. This Program Description applies to all applications submitted for the annual cycle that commences October 1, 2024.

Depending on available funding, LSC may need to use a lottery system to select eligible attorneys (the actual number of loans made each year depends on available funding) to participate. Application submissions from eligible attorneys may outweigh the loans to be provided. Selected attorneys will receive an LRAP loan, which must be used during the 12 month LRAP cycle of October 1, 2024 to September 30, 2025 to pay qualifying undergraduate and law school loans and accrued interest. If the selected attorney fully spends the LRAP funds on eligible loan payments and stays employed in good standing with a LSC grantee through the required twelve months from October 1, 2024 to September 30, 2025, as certified by the Executive Director of the LSC grantee, then LSC will forgive the loan (presuming the participating attorney meets all other terms and conditions of the loan agreement). If the attorney does not comply with all of the LRAP requirements, then the entire loan must be paid back to LSC, unless LSC determines the participating attorney had good cause as described below (See Section II.F Loan Default). An attorney’s participation in the first year of the LRAP is based on eligibility demonstrated in the initial application and selection. To participate for a second and third year, the attorney must submit information demonstrating continued employment with the same LSC grantee and other eligibility requirements.

If eligible, an attorney may participate in the second and third year even if the attorney’s net worth now exceeds the LRAP’s eligibility requirements. All loans are contingent upon available funds. There is no guarantee that an eligible attorney will receive funds for a second and third year. Attorneys are encouraged to apply in consecutive years. All selected attorneys must agree to participate in a closeout process, which includes providing proof of spending of the funds, completing a recipient certification, and completion of an Executive Director certification. All selected attorneys must also agree to participate in evaluation activities may include the completion of surveys and participation in interviews.

2025 LRAP Promissory Note

OVERVIEW - Borrower states and agrees to the following terms and conditions: I am a licensed attorney employed with the LSC grantee (“Grantee”) identified above, which is a legal aid organization receiving funds from the ��˶��. I unconditionally promise to pay to the Lender ��˶�� (LSC) the loan principal amount (“Loan Principal”) disbursed to me under LSC’s Herbert S. Garten Loan Repayment Assistance Program (“LSC’s LRAP”), plus applicable interest due and all other costs and charges described in this Promissory Note no later than the end of the Employment Period stated above, unless said loan principal is forgiven. LSC will forgive some or all the Loan Principal (cancelling my obligation to pay that amount) if I meet the terms of this Promissory Note, including continued employment at the Grantee for the entire Employment Period and using all the loan funds for qualifying law school debt during the Employment Period.

I. LRAP PROGRAM DESCRIPTION - I have read the terms and conditions of LSC’s LRAP Program Description, fully understand them, and agree to them as terms and conditions of this Promissory Note, incorporated by this reference. Specifically, I understand and agree that to receive forgiveness, I must remain in full-time employment as a licensed attorney with the employing LSC grantee for the entirety of the LRAP loan term, I must spend the full LRAP on qualifying loans, and I must fully spend the funds during the LRAP loan term. Otherwise, I will be in default and must repay the full balance plus any accrued interest. See the full text of LSC’s LRAP Program Description included immediately following this Promissory Note.

Eligibility Requirements

Each applicant must submit a completed LRAP Application Form, and all required supporting documents and certifications by the appointed deadlines.
At the time of application, the applicant must be employed full-time or have a job offer from an LSC grantee organization with a start date of October 1, 2024, or earlier as a licensed attorney at an LSC grantee.
The participating attorney must remain in full-time employment with the employing LSC grantee for the entirety of the LRAP loan term for which they are applying (for the current cycle that would be October 1, 2024 through September 30, 2025).
At the time of the participating attorney’s initial application, the applicant must have a reasonable expectation of employment at the grantee for three years beginning October 1, 2024. For example, a June 2024 applicant interested in the 2025 award must have a reasonable expectation of employment at their current grantee from October 1, 2024 through September 30, 2027. Fellowship recipients or special-grant funded attorneys may apply for LRAP assistance provided they have a reasonable expectation of continued employment for the full three-year period, even if the fellowship or special-grant term lasts less than three years.
At the time of initial application, the applicant cannot have been employed as an attorney by a LSC grantee for more than five years (60 months cumulative).
At the time of initial application, the applicant must have a total outstanding debt of at least $75,000 in eligible law school loans (see Section II.B.1 Eligible Uses below).
At the time of initial application, the applicant may not have:
1. previously received LRAP loans covering 36 months or more (cumulatively); or
2. defaulted on a previous LRAP loan; or
3. included a previously-received LRAP loan in any bankruptcy filing as a dischargeable debt.
The returning applicant may not have defaulted on a previous LRAP loan.
An applicant is not required to first apply to, and maximize participation in, any other loan repayment assistance program for which the applicant is eligible. The receipt of other loan repayment assistance will not decrease the amount of the LRAP. However, LSC requests information on the applicant’s participation in other loan repayment assistance programs for research purposes aimed at further improving LSC’s LRAP.
If selected, the applicant must execute an LRAP Promissory Note, as instructed through GrantEase, to receive a loan (see Section II.B.1 Eligible Uses below). A participating attorney will have to execute a new LRAP Promissory Note for each eligible year.
Prior to receiving each loan payment, a participating attorney will provide LSC with an Executive Director Certification Form, executed by the Executive Director of the LSC grantee where the participating attorney is employed full-time as a licensed attorney, as directed through GrantEase.
Upon completing the eligibility term, the participating attorney must certify that LRAP funds were used to pay eligible undergraduate or law school loan debt during the LRAP cycle.

Submitting Law School Loan Documentation

To complete the application, ALL applicants must upload current undergraduate and law school loan documentation to the Attachments Tab > Attachments Section of the application record in GrantEase.

Applicants are required to pull their loan documentation from Federal Student Aid, which will provide guidance on how to create an FSA ID with the Department of Education. Applicants can view their complete loan information, including a breakdown of all their loans (and a history of any loan consolidation). Applicants can find detailed information about accessing their loan documentation and which documents to submit in GrantEase in the 2025 LRAP Application Guide.

The LRAP application is not complete until the applicant has uploaded their current loan documentation AND clicked Submit Application.

Application Materials and Resources

The LRAP program awards forgivable loans to attorneys with up to five years of experience and at least $75,000 in undergraduate and law school debt to help repay their school loans. Participants in LRAP can receive a forgivable loan of up to $10,000 and can be eligible for up to three years, for a total of up to $30,000. The number of loans made each year is dependent upon available funding and the number of applications received. If LSC receives more applications than funding allows, applicants will be selected through a lottery system.

First-time Applicants

Prior to accessing the application, new applicants must register in GrantEase and create an individual user account.

All applicants need to have an account in LSC’s grants management system, GrantEase. New applicants will have to register for an account in GrantEase and returning applicants can use the same login information from prior applications. Please note it may takefrom 3-5 business days to complete the GrantEase account process.

Applicants who already have an account from prior LSC LRAP years can access their account using the credentials previously created and can log in to update contact information. If you are locked out of your account, please email GrantEaseSupport@lsc.gov and someone will help you log in.

Applicants who do not already have an account will be required to create an account in GrantEase, LSC’s grants management system, following these steps:

1. Go to www.grantease.lsc.gov.

2. In the top right-hand side of the screen, click on REGISTER.

3. Select INDIVIDUAL. Please do not click on Organization.

4. Click on BEGIN REGISTRATION.

5. Enter your LSC grantee organization name (you can use the search tool to find name)

6. Enter your LSC grant ID number. Use this list to find your LSC grantee’s ID: LSC's Grantees Six-Digit ID's

7. Enter the Applicant Information, including name, address, phone numbers, and email addresses.

8. If you are unable to add your name, this may be because you are not listed as a staff member in GrantEase, which could be because you
have started after January 1. If this is the case, please reach out to LRAP@lsc.gov and we work with you to ensure you are added.

9. Once finished adding information, check for accuracy and click SAVE and CONTINUE.

10. You will receive a notification email about the status of your registration and next steps.

NOTE: It may take 3-5 days for new applicants to complete their GrantEase individual user registration. Please plan accordingly.

Returning Applicants

Returning applicants for the 2025 grant cycle should have received an email about the 2025 LRAP cycle on May 9, 2024. If you did not receive this email, please check your spam and trash folders before reaching out for assistance at LRAP@lsc.gov.

Returning applicants will need to submit a full application and demonstrate continued employment with the same LSC grantee and continue to meet other eligibility requirements. There is no guarantee that an eligible attorney will receive funds for a second or third year. Returning applicants should refer to the 2025 LRAP Application Guide for more information about eligibility, the LRAP process, and applying for an LRAP award.

LSC’s Basic Field Grants provide funding for the delivery of high-quality civil legal services to low-income people throughout the U.S. and U.S. territories through full-service grants.

Overview

We provide Basic Field Grants through a competitive bidding process and award funding for up to three years to eligible legal aid organizations, qualified attorneys, and entities as a means of improving access to justice for low-income people throughout the U.S. and U.S. territories.

We accept applications for specified service areas, which typically consist of several counties and cities in a state or an entire state. The list of service areas up for competition changes every year.

We cannot accept applications for portions of the specified service areas. We seek to fund legal aid organizations that provide a full range of legal services throughout each service area, consistent with the LSC Act and appropriations laws.

To apply for a Basic Field Grant, you must be a

current recipient
nonprofit organization that has, as a purpose, the provision of legal help to eligible clients
private attorney or group of attorneys or law firms (either as a non-incorporated body or as a nonprofit)
state or local government
sub-state regional planning or coordination agency that is composed of sub-state areas whose governing boards are controlled by locally elected officials

We cannot accept applications that plan to provide less than the full range of legal aid to eligible clients in a service area unless you demonstrate that you will be part of a delivery system that provides a full range of legal aid in the service area. Your grant application, in its totality, must meet this threshold requirement to be considered qualified. The major categories of cases typically undertaken on behalf of low-income clients include:

Each year, we accept Basic Field grant applications for specified service areas subject to competition. All components of the grant application must be submitted through GrantEase.

Application Overview

Applications for the 2025 Basic Field Grant and Subgrant have now closed in GrantEase, LSC’s Grants management system. The 2026 Basic Field Grant cycle will open in mid-April 2025. Every year, there are two types of Basic Field grant applicants: competitive and renewal. Competitive applicants refer to any applicant that is applying for one or more of the service areas in competition for the upcoming grant year. All competitive applicants are required to file a pre-application (formerly known as the Notice of Intent to Compete) and submit a grant application in response to LSC's Request for Proposals (RFP). Renewal applicants refer to those who are renewing an existing Basic Field grant with LSC. Renewal applicants are not required to submit a pre-application and can jump straight into the renewal application in GrantEase.

Standard Award Application Overview

Applicants interested in applying for one or more of the specified service areas that are in competition for the calendar year 2025 Basic Field Grant cycle are encouraged to follow the instructions outlined in this section.

These instructions apply to applicants that:

Are not current LSC recipients and meet one of the following eligibility requirements:
- Nonprofit organization that has, as a purpose, the provision of legal help to eligible clients
- Private attorney or group of attorneys or law firms (either as a non-incorporated body or as a nonprofit)

- Sub-state regional planning or coordination agency that is composed of sub-state areas whose governing bodies are controlled by locally elected officials

Step 1: Register in GrantEase

GrantEase is LSC’s grants management system. New applicants must go to GrantEase and register a new account in the system.

As part of the registration process, someone from LSC will reach out to the new potential applicant. Please reach out to LSCGrants@lsc.gov with questions about the Basic Field grant funding opportunity and to GrantEaseSupport@lsc.gov with any system-related questions.

Step 2: Submit a Pre-Application (formerly known as the Notice of Intent to Compete)

The pre-application is available in GrantEase. Programs with service areas subject to competition for the FY25 Basic Field Grant cycle, as well as any new applicants, are required to submit a pre-application.

The pre-application requires:

Identification of the service area(s) being applied for.
The names and resumes of the organization's principal and key staff, including the executive director, financial officer, and other managerial and leadership positions.
The names and resumes of the applicant's current or proposed governing or policy board members and their appointing organizations. For board members who do not have a full resume, applicants may provide a brief description (1-3 sentences) describing how the member became involved with the organization and the board. Please be sure to upload a separate file for each board member.
Acknowledgment of agreement with the 2025 Grant Terms and Conditions.

The Pre-Application is due May 8, 2024, at 11:59 p.m. EST.

Step 3: Prepare Documents for Upload

All applicants are required to provide all documents found in the Supporting Documents Checklist. To upload a new document or to update an existing document, please go to the Supporting Documents Checklist section of your Grantee Profile in GrantEase. You will find the Supporting Documents Checklist under the Attachments Tab of your Grantee Profile.

Step 4: Complete the Basic Field Grant Application

The Basic Field grant application is available in GrantEase and has a submission deadline of June 3, 2024, at 11:59pm EST.

The Grant Renewal application is for applicants that are current recipients and have a multi-year grant award. Renewal applicants will not submit a pre-application.

Step 1: Update Supporting Documents

Renewal applicants are required to replace any documents from the Supporting Documents Checklist that have been updated since the last application cycle.

Step 2: Certify Compliance with Grant Terms and Conditions

In order to receive a Basic Field Grant, the applicant must acknowledge they have reviewed and agree to the 2025 Grant Terms and Conditions.

Step 3: Complete the Grant Renewal Application

The 2025 Basic Field grant renewal application was released on April 15, 2024, with a submission deadline of June 3, 2024, at 11:59 p.m. EST.

Standard Subgrant Application

Reminder: LSC grantees may subgrant up to $20,000 in LSC funds without submitting an application for prior approval. 45 CFR 1627.4(a)(1). All subgrants of LSC funds, however, are subject to LSC’s regulations, guidelines, and instructions.

Only current or prospective recipients of LSC Basic Field grants may apply for subgrant approval and are encouraged to follow the instructions outlined here.

LSC has issued a Notice of Funds Availability describing the application and award process for the Disaster Response and Emergency Grants (DREG). The DREG provides funds as needed to LSC grantees in areas with government-declared emergencies. Those funds are for responses to damage sustained or a surge in demand for legal aid because of the emergency.

Emergency Grants Notice in Federal Register

In order to apply for an Emergency Relief Grant, your program must meet the following criteria:

Be a current LSC grantee and;
Provide services in an area where any government, tribal government, or equivalent has made an emergency declaration, including federally declared disasters as identified by the Federal Emergency Management Agency (FEMA); or
Provide services in an area where there has been any other substantial emergency.

On March 20, 2023, LSC published a public notice in the Federal Register directing anyone interested to this webpage for additional information.

First, current LSC grantees engaging in activities and providing legal services related to the consequences of hurricanes, wildfires, earthquakes, and other extreme weather that occurred in calendar year 2022 are eligible to apply for the Project Grant and/or Incurred Costs Grant funding opportunity. Please see the LSC List of Eligible Disasters for the 2022 Supplemental Appropriation Funding Opportunity, which includes disasters that the Federal Emergency Management Agency (FEMA) has designated as Major Disaster Declarations that include Individual Assistance and/or Public Assistance. This eligible disaster list will be regularly updated throughout the application period to ensure that new Major Disaster Declarations are added, where appropriate.

Second, any LSC Grantee, regardless of whether they have an eligible disaster in their service area, with extensive experience in disaster response and preparation may apply for a Project Grant to provide mentorship services to other LSC Grantees serving 2022 disaster survivors.

Finally, if low-income disasters survivors who were impacted by one of the eligible disasters have moved to your service area and are seeking disaster civil legal services from your organization, you may be eligible for funding. LSC was recently awarded an additional funding to expand the Midwest Legal Disaster Coordination Project in order to provide further direct legal services to low-income individuals adversely affected by COVID-19.

Notice of Funds Available

LSC will select the Midwestern grantees through a competitive process. Eligible applicants are LSC grantees located in the designated Midwest Disaster Area –Arkansas, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Oklahoma, South Dakota. Recipients of the current MLDCP grant are eligible to apply.

If your program is interesting in applying for this grant opportunity, please take the following steps:

Review the Notice of Funds Availability (NOFA) for the Midwest Legal Disaster Coordination Project.
Contact LSC’s Disaster Team to coordinate an advising meeting for application submission assistance.
Submit a completed NOFA by March 5, 2021 following the instructions in the document posted below.

COVID-19 Grant Questions

The ��˶�� (LSC) received $50 million in the $2 trillion CARES Act legislation passed by Congress in 2020 to stabilize households and businesses affected by the coronavirus outbreak. The funding will help LSC’s 132 grantees assist low-income clients facing job losses, evictions and other problems stemming from the pandemic.

LSC COVID-19 Response Grant Terms and Conditions

The next quarterly COVID report is due on July 10, 2021 at 11:59 EST. The final report is due October 10, 2021 at 11:59 EST. All COVID funds must be committed by the final reporting period ending September 30, 2021.

Basic Field Grants are awarded to a specified service area, which are geographic regions determined by LSC.

What is a Service Area?

Service areas are geographic regions determined by LSC. There are three types of service areas: Basic Field-General, Basic Field-Agricultural Worker, and Basic Field-Native American.

LSC proposes to award grants to programs in order to serve every county in the United States; the District of Columbia; the U.S. territories (American Samoa, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, and Guam); and an area that includes the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia. Basic Field Grant - General

Grants for Basic Field-General service areas are intended to provide legal services to the general low-income population living in a specific geographical area.

Agricultural Worker Grant

LSC provides funding for these grants on a per-capita basis using data about agricultural worker populations living in poverty from the Employment and Training Administration (ETA) in the Department of Labor (DOL). LSC funds these grants within the overall Basic Field grant program, for which LSC distributes funding using poverty population data provided by the U.S. Census Bureau every three years, as required by LSC’s annual appropriation.

Native American Grants

Grants for Basic Field-Native American service areas are intended to provide legal services to Native Americans living in a specific geographical area, related to their status as Native Americans. Native American service area grants address issues that arise from their status as Native Americans or that are cognizable in Indian law and tribal courts. LSC currently has 27 Native American service areas.

Overview

Basic Field Grants are awarded to a specified service area for up to three years. Once an award is given, the service area remains unavailable to applicants until the service area is subject to competition again at the end of the existing award period. LSC provides a limited number of forgivable loans to attorneys employed by LSC grantee organizations to help repay law school debt.

Overview

Beginning in 2006, the ��˶�� (LSC) has made forgivable loans to attorneys employed by LSC-funded legal services programs (LSC grantees) to help them repay their undergraduate and law school loan debt through the Loan Repayment Assistance Program (LRAP).

The LRAP Application closed on June 19, 2024.

The Pro Bono Innovation Fund (PBIF) provides grants to LSC grantees for civil legal aid projects that support new, robust pro bono partnerships through collaboration, innovation, and replication of effective practices.

Current Funding Cycle Announcements

The PBIF FY2025 Funding Cycle has opened. Pre-Application Resources were sent to Executive Directors of LSC grantees on November 4, 2024. The deadline to submit a PBIF Pre-Application is January 10, 2025. Notification of Pre-Application decisions will be sent out in Early March 2025. Those invited to submit Full Applications must submit their Full Application by May 5, 2025. All FY25 grantees will be subject to the 2025 Special Grant Terms and Conditions.

Application Overview

The PBIF Funding Cycle is a two-phase process. Applicants must first submit a Pre-Application to LSC by mid-January to be considered for a PBIF Grant. After a review by LSC staff, LSC's President makes the final decision to invite select applicants to submit a Full Application. Applicants will be notified of invitations to submit a Full Application by early- to mid-March, and Full Applications are due to LSC in early May. Each Full Application will undergo a rigorous review by LSC staff and subject matter experts. LSC's President makes the final decision on PBIF grant awards.

The PBIF team has prepared Pre-Application tools to assist applicants in their submissions for the FY2025 Cycle.
