In this project brief, learn how the Legal Aid Society of Eastern Virginia leveraged Housing Justice Program Fellows to provide focused legal assistance to housing communities in southeastern Virginia.

Legal Aid Society of Eastern Virginia: Zoning In on Housing Justice

Grantees will learn how the Legal Aid Society of Eastern Virginia (LASEV):

1.    Identified neighborhoods with the highest rates of eviction filings;
2.    Prioritized direct community connections to build trust with residents in these neighborhoods; and
3.    Advocated to improve living conditions and reduce evictions.

Hear from LASEV Deputy Director of Litigation Sarah Black and Housing Justice Fellow Brandon Ballard on how they increased trust in LASEV, preserved valuable housing subsidies, and improved rent repayment plans.

1. Act as “information first responders” during natural disasters;

2. Help patrons understand common civil legal issues and direct them to resources; and

3. Mobilize offices to local libraries and other community locations.

Legal Services of Eastern Missouri: Neighborhood Advocacy Program

Grantees will learn how Legal Services of Eastern Missouri (LSEM):

1. Recruited and formalized partnerships between St. Louis-area law firms and place-based community organizations;

2. Reduce neighborhood property vacancy by organizing private investments; and

3. Preserved homeownership through title clearance and estate planning.

In this case study, learn how Idaho Legal Aid Services and Legal Aid of Western Michigan implemented action plans to help clientele in danger of losing housing during COVID-19.

Model Practices and Innovations: Eviction and COVID-19 Cases

Grantees will learn how Idaho Legal Aid Services (ILAS) and Legal Aid of Western Michigan (LAWM):

1. Accommodated the influx of housing and eviction assistance requests during COVID-19;

2. Created informative videos to educate the community about the eviction process; and

3. Spearheaded a statewide eviction diversion program (EDP) to provide early intervention.

Hear from Jacob Workman, Managing Attorney at ILAS, and Karen Tjapkes, Director of Litigation at LAWM, about managing an influx of civil legal aid requests and the expanding number of low-income individuals and families receiving eviction assistance during COVID-19.

The largest and most comprehensive collection of civil court data in the U.S.

��˶�� the Initiative

LSC’s Civil Court Data Initiative (CCDI) began in 2019 as a pilot project to determine how access to real-time civil court data can inform legal aid providers’ response to changing local legal needs. Through this initiative, the Office of Data Governance and Analysis (ODGA) has created software that collects civil court records from nearly 60 public court websites. The project has grown to be the largest and most comprehensive collection of civil court data in the U.S.

To date, we have collected over thirty million records from thirty states filed since 2016. This database includes information on eviction, debt collection, domestic violence and other civil legal issues.

ODGA is now developing web applications, such as the Eviction Tracker, to deliver analytics about legal needs to legal aid providers and other audiences, and automatic reporting systems for civil legal aid organizations to describe changes in filing patterns and assist with strategic and individual case advocacy. The data has become a vital resource for legal aid providers, local and state governments and researchers during the COVID-19 pandemic.

The Summer Increasing Access to Justice Forum will be held on Wednesday, July 13, 2022, from 1:00 - 3:30 p.m. Eastern.

Distinguished guests will explore the magnitude of the Justice Gap and its effects on low-income Americans who have navigated an eviction crisis and other compounded hardships during the COVID-19 pandemic. Join esteemed members of Congress, corporate leaders, and legal aid experts for a discussion of the critical role of civil legal aid in ensuring Americans do not have to face these challenges alone.
